1. What is a master plan?

The master plan is a programmatic and spatial concept for an area of 164 hectares along the planned PKM South railway line between Trakt św. Wojciecha and Kowale (includes 6 locations of future PKM South stops: Gdańsk Oruńskie Przedmieście, Gdańsk Chełm, Gdańsk Orunia Górna, Gdańsk Maćkowy, Gdańsk Łostowice, Gdańsk Kowale).

 

Its goal is to define the principles of development of this part of Gdańsk in a sustainable, functional and consistent manner with the needs of residents. It is the starting point for creating a commercialization program for local government land along the planned railway line.

 

Work on the preparation of the document will take approximately 18 months. 

2. Why was it decided to prepare a master plan?

Extending the Fast Urban Railway to the southern districts is a huge development opportunity for this part of the city. Local centers can be created around new stops, which will improve the quality of life in the south and develop the deficits related to services, trade, education or public spaces that have arisen over decades.

The master plan allows for spatial planning together with residents - and thus allows you to really participate in the development of the city. Thanks to it, it will be known what can be created and what cannot, and residents will have a real impact on it. In the vicinity of the stops, residential buildings, service, social, educational and cultural spaces, greenery, recreation and attractive public spaces are planned, among others. However, the final decisions on their implementation will depend on many factors, including the investment policy of the local government and the availability of public funds. Each stop will become a local center of district life.

Thanks to the master plan, we will avoid spatial chaos, plan investments in an orderly manner and adapted to real social and market needs.

3. Who is responsible for the master plan preparation project?

The preparation of the master plan is jointly the responsibility of two companies: InvestGDA (Gdańsk Economic Development Agency), a company belonging to the City of Gdańsk, and the Pomeranian Development Agency (APR), a company of the Pomeranian Voivodeship Self-Government.

 

This partnership model, combining the municipal and voivodeship levels, is a guarantee that the project will take into account the local needs of residents of the southern districts and the broader goals of the metropolitan region.

 

Both InvestGDA and ARP are institutions specialized in managing complex investment, infrastructure and planning projects, also at the interface of the public and private sectors. They operate efficiently, transparently and based on public procurement procedures.

 

Municipal and regional companies can react faster to project needs, conclude contracts, conduct tenders and cooperate with contractors. Thanks to this, the entire master plan preparation process can run smoothly, while maintaining quality and compliance with the public interest.

4. What distinguishes the master plan from other plans and documents regarding spatial planning in Gdańsk?

The master plan is a strategic planning document that shows a coherent vision for the development of a large area of the city or district. It is not yet a construction project or a local spatial development plan, but rather a „roadmap” that will describe how a given space should change over many years.

You could say that the master plan combines:

  • spatial layout - where streets, squares, green areas, buildings are to be built;
  • functions - what purpose will individual areas have (housing, services, recreation, transport);
  • quality standards - what public spaces, buildings, infrastructure should look like;
  • development strategy - what stages and priorities will be implemented, often for 10–20 years.
5. What role will residents play in this process?

One of the most important parts of preparing the master plan will be social consultations among residents and stakeholders (e.g. representatives of business and experts), which will be conducted widely, during at least four stages. The needs of consultation participants will affect the effect of the concept of land development.

6. How will the needs of the elderly, families with children and people with disabilities be taken into account?

The project assumes taking into account the needs of all residents of the southern part of Gdańsk, including the elderly, families with children, and people with disabilities.

Already at the preparation stage, social research was carried out to identify the key expectations and problems of individual groups. This data will become the basis for further work. In the following stages, in cooperation with the master plan contractor, workshops, consultations and other participatory activities are also planned to ensure that the voice of various user groups has a real impact on the designed space.

The goal is to create a plan that is not only aesthetic and functional, but above all accessible, safe and responsive to the diverse needs of residents.

7. What benefits will the Masterplan bring to current residents of the southern districts of Gdańsk?

Residents, not only from the southern part of Gdańsk, but also from the wider region, will gain not only better access to public transport, but also more attractive public spaces, new services, green spaces and social infrastructure, and new jobs. The plan is to counteract chaotic development, which often leads to infrastructure overload, inappropriate solutions, and a lack of green spaces.

The Masterplan will also help to organize and coordinate investments so that the development of the district does not only mean new blocks, but also the parallel development of schools, kindergartens, bicycle paths, social and service infrastructure. It is also an opportunity to secure land for future public purposes that are not clearly defined today.

Thanks to the participatory approach, residents will be able to co-decide on what will be built in their area: from the layout of streets to the functions of specific places. The plan is therefore not only spatial, but also social, as it serves to create a district where everyday life will be more comfortable, greener and better connected.

8. How will progress on the master plan be communicated?

Information will be published on a dedicated project website, social media and in the information channels of the companies implementing the project: InvestGDA, the Pomeranian Development Agency. Regular meetings and updates are also planned for residents and stakeholders, both local and institutional.

9. How does the Masterplan fit into Gdańsk's long-term development strategy?

This is one of the key projects implementing the city's strategic goals, such as sustainable development, strengthening public transport, developing peripheral districts and improving the quality of life. The Masterplan combines transport, social and spatial policies into one coherent direction for the development of Gdańsk South.
