Polish-Dutch consortium to prepare masterplan for Gdańsk Nowe Południe. A2P2 architecture & planning (Gdańsk) and KCAP B.V. (Rotterdam) will develop the masterplan for the Gdańsk Nowe Południe project. The document will define the development directions for areas along the planned Southern Pomeranian Metropolitan Railway line (PKM Południe). The tender for its execution was jointly announced in September by Pomerania Development Agency and InvestGDA.
Three offers were submitted on time in the procedure:
- K&L smart designer (Sopot) – PLN 2.4 million (net),
- Consortium JAZ+Architekci (Warsaw), MORE Architecture BV (Amsterdam), STOCZNIA Foundation
(Warszawa) – ponad 3,5 mln zł (netto), - Consortium A2P2 (Gdańsk) + KCAP B.V. (Rotterdam) – PLN 2.6 million (net).
The selection was not based solely on the lowest price criterion. The contracting agencies assigned the highest weight to the „programmatic brief of the study” (41% of the evaluation value). This document contains the vision the consortium wants to implement, the participation model (how consultations with residents are conducted), and work methods. The A2P2 + KCAP consortium received the maximum number of points for the programmatic brief. Another 40% of points could be obtained for the experience of the team and additional specialists (the consortium scored 36/40 points), and the price constituted 19% of the evaluation. Two offers (K&L and JAZ+Architekci/MORE/STOCZNIA Foundation) had to be rejected for formal reasons. The offer A2P2 + KCAP was subject to final evaluation.
– The offer we were able to evaluate was professionally prepared and met our project expectations, both in terms of approach to the process and team composition. The consortium scored full points for the programmatic brief and a very high score for additional experience and

A document that will change not only the south of Gdańsk
The contractor will have 18 months to prepare the masterplan. The project is being jointly implemented by InvestGDA (a company of the City of Gdańsk) and the Pomeranian Development Agency (an institution of the Pomeranian Voivodeship Self-Government).

The document will allow us to streamline the process of developing areas along the planned PKM line, based on the principles of sustainable mobility and the integration of urban functions. We aim for the study, developed in cooperation with the selected contractor, to be based on the best urban planning practices, taking into account dialogue with residents and entrepreneurs.
Residents and entrepreneurs will also be actively involved in the creation of the document.
– The masterplan is intended to help plan the development of Gdańsk's southern districts along the PKM Południe line. An important element of the work will be public consultations – we want to respond to the real needs of residents and entrepreneurs. We want to create a space that is good for living and doing business – emphasizes Paweł Orłowski, President of InvestGDA.
Importantly, the document will impact not only Gdańsk itself but also the development of the entire region.

Who are the future contractors of the Gdańsk Nowe Południe Masterplan?
A2P2 (Gdańsk) is an urban and architectural design studio specializing in masterplans, public spaces, and participatory processes. The team's portfolio includes projects and analyses for the Imperial Shipyard in Gdańsk, the Southern Park in Gdańsk, and the Sustainable Urban Mobility Plan (SUMP) for the Gdańsk–Gdynia–Sopot Metropolitan Area (OMGGS).
KCAP (Rotterdam/Zurich/Paris) is one of Europe's most recognized urban and architectural design studios, founded by the eminent urban planner Kees Christiaanse. The office is responsible for a number of large urban transformation projects, including:
• HafenCity, Hamburg – co-authorship of the masterplan for one of Europe's largest waterfronts, implemented in stages,
• Europaallee, Zurich – a new district next to the main railway station,
• Jurong Lake District, Singapore – the winning concept and masterplan for Singapore's second city center, focused on public transport, greenery, and a mix of functions.
After receiving information about the selection of the most advantageous offer, contractors have 10 days to submit any appeals. If no appeals are filed, the Pomeranian Development Agency and InvestGDA plan to proceed immediately with signing the agreement, so that work on the Gdańsk Nowe Południe Masterplan can begin as soon as possible.
