The stage of submitting bids in the tender for the development of the Masterplan Gdańsk Nowe Południe – a strategic document that will define the directions of development of areas along the planned Pomeranian Metropolitan Railway South (PKM Południe) line – has ended.
Three design teams have applied for the proceedings, including two with the participation of renowned foreign studios.
- K&L smart designer (Sopot) – PLN 2,999,000 gross
- Consortium A2P2 architecture & planning (Gdańsk) and KCAP B.V. (Rotterdam) – PLN 3,289,991 gross
- Consortium JAZ+Architekci (Warsaw), MORE Architecture BV (Amsterdam) and Fundacja STOCZNIA (Warsaw) – PLN 4,366,500 gross
– The interest of teams from the Netherlands shows that this project is important not only for Gdańsk, but also on a wider, European scale – says Michał Jamroż, project manager InvestGDA/ARP. – We are looking for a partner who will combine urban vision with the ability to listen to residents and create spaces that meet the real needs of the city.
The project budget is PLN 3 million net (PLN 3,690,000 gross). The formal verification of offers is currently underway. The substantive evaluation will take several weeks, and the results of the proceedings will be announced in November.
Quality and experience matter
When selecting a contractor, the greatest emphasis was placed on the quality and competence of the team. The most important element of the assessment is the so-called development program card (41%), in which bidders present their vision, including how they want to conduct social consultations. The experience and composition of the team will account for 40% points, and the price constitutes 19% of the assessment weight. This approach is to guarantee the selection of a partner who will create not only an attractive spatial vision, but also a realistic development plan consistent with the needs of residents and business.
What is the Masterplan Gdańsk Nowe Południe
It is a comprehensive program and spatial document that is intended to help plan the development of the southern districts of Gdańsk along the future PKM Południe line – from Orunia to Kowale. Its goal is to stop chaotic suburbanization, create a coherent urban structure and prepare the ground for future housing, service and public investments. An important part of the work will be social consultations with residents, entrepreneurs and local organizations – they will co-create the vision of this part of the city.
– The construction of a railway line running through the southern districts of Gdańsk is also a huge development opportunity – explains Paweł Orłowski, President of InvestGDA. – The Masterplan is to respond to the specific needs of the city and its residents and set directions for future projects that improve the quality of life.
Joint venture of the city and the region
The project is jointly implemented by: InvestGDA – Gdańsk Economic Development Agency, a company of the City of Gdańsk, and the Pomeranian Development Agency (ARP), an institution of the Pomeranian Voivodeship Self-Government. The municipal and regional partnership allows to combine local needs with long-term development goals of the entire metropolis.

The document is to be ready in mid-2027 and will become the basis for further planning and investment decisions in the southern part of Gdańsk.
